 NOTICE OF INTENTION TO ISSUE
CERTIFICATES OF OBLIGATION

TAKE NOTICE that the City Council of the City of Celina, Texas, shall convene at 5:00 p.m. on June 14, 2022, at the City Council chambers located at 112 N. Colorado Street, in the City of Celina, Texas, and, during such meeting, the City Council will consider the passage of one or more ordinances authorizing the issuance of certificates of obligation in one or more series in an amount not to exceed SEVENTY MILLION DOLLARS ($70,000,000) for the purpose of paying contractual obligations to be incurred for:  (i) renovating, improving and equipping existing buildings or facilities, (ii) acquiring, constructing, improving, remodeling, renovating and equipping park facilities, including the acquisition of land and rights-of-way therefor and including public art projects and enhancements, (iii) designing, constructing, equipping and improving public safety facilities, including the acquisition of land and rights-of-way and the acquisition of vehicles therefor, (iv) constructing and improving streets, including drainage, landscaping, curbs, gutters, sidewalks, entryways, pedestrian pathways, signage and traffic signalization and the acquisition of land and rights-of-way therefor, (v) improving and extending the City’s combined waterworks and sewer system, including the acquisition of land and rights-of-way therefor and (vi) professional services rendered in connection therewith; and; such certificates to be payable from ad valorem taxes and a limited pledge of the net revenues of the City’s combined waterworks and sewer system.  In accordance with Texas Local Government Code Section 271.049, (i) the current principal amount of all of the City’s outstanding public securities secured by and payable from ad valorem taxes is $216,480,000; (ii) the current combined principal and interest required to pay all of the City’s outstanding public securities secured by and payable from ad valorem taxes on time and in full is $ 280,873,570; (iii) the estimated combined principal and interest required to pay the certificates of obligation to be authorized on time and in full is $122,235,000; (iv) the maximum interest rate for the certificates may not exceed the maximum legal interest rate; and (v) the maximum maturity date of the certificates to be authorized is September 1, 2047.  The certificates are to be issued, and this notice is given, pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended.

The City Council of the City of Celina, Texas, has received from registered voters and/or property owners in the area, and verified sufficient signatures on, a petition for annexation and will hold public hearings at CELINA COUNCIL CHAMBERS, 112 NORTH COLORADO, CELINA, TEXAS 75009 on May 10, 2022 at 5:00 p.m. and on June 14, 2022 at 5:00 p.m., giving all interested persons the right to appear and be heard on the following proposed annexation by the City of Celina, Texas.  A map and detailed information on the properties proposed for annexation, and the service plan, are available at the City Hall of the City of Celina. State law provides that an ordinance annexing the area may be adopted following the second public hearing. RESOLUTION NO. 2020-17R

A RESOLUTION OF THE CITY OF CELINA, TEXAS POSTPONING A GENERAL ELECTION TO BE HELD ON MAY 2, 2020 AND MOVING THE GENERAL ELECTION TO NOVEMBER 3, 2020 FOR THE PURPOSE OF ELECTING CITY COUNCIL PLACE 4, CITY COUNCIL PLACE 5 AND MAYOR; MAKING  FINDINGS THERETO; AND PROVIDING AN EFFECTIVE DATE.

WHEREAS, the Noval Coronasvirus (COVID-19) pandemic is still a fluid situation with an unknown outcome: and WHEREAS, there are both Federal and State Guidelines regarding prevention of this disease, the City is taking measures to try and prevent the spread of the COVID-19; and WHEREAS, the Governor of the State of Texas, Greg Abbott has issued a proclamation suspending Section 4 l .0052(a) and (b) of the Texas Election Code and Section 49.103 of the Texas Water Code to the extent necessary to allow political subdivisions that would otherwise hold elections on May 2, 2020, to move their general and special elections for 2020 only to the next uniform election date, occurring on November 3, 2020, without otherwise adjusting the term of office, and suspending Sections 31.093 and 42.0621(c) of the Texas Election Code to the extent necessary to require all county election officers, if requested by an affected political subdivision, to enter into a contract to furnish election services with any political subdivision who postponed their election to November 3, 2020; and WHEREAS, Collin County and Denton County, as most other jurisdictions, are currently under a disaster declaration that has an unknown ending date; and WHEREAS, the Mayor of the City of Celina issued a Declaration of Local Disaster on March 16, 2020;and WHEREAS, the City Council of the City of Celina extended such Declaration on March 23, 2020; and WHEREAS, the pandemic has caused the availability of sanitation supplies (to ensure the safety of the voters and election workers) to become almost nonexistent.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CELINA, TEXAS:
1. That the General Election to be held May 2, 2020 is hereby postponed until November 3, 2020.
2. This Resolution shall become effective from and after its date of passage.

ADOPTED AND APPROVED on this 23rd day of March, 2020 by a vote of the City Council of the City of Celina, Texas.

The City of Celina hereby postpones the general election scheduled to be held on May 2, 2020 to the November 3, 2020 uniform election date. This decision comes as a result of a proclamation from the Governor of the State of Texas, Greg Abbott, suspending Section 41.0052(a) and (b) of the Texas Election Code and Section 49.103 of the Texas Water Code, and the City of Celina is exercising this authority.

The candidate filings for the election will remain valid for the election held on the November date and the filing period will not be re-opened for the November election date. Las presentaciones de candidatos para la eleccion seguiran siendo validas para la eleccion celebrada en la fecha de noviembre y que el perfodo de  resentacion no se volvera a abrir para la fecha de eleccion de noviembre.

This is to confirm that all Application for Ballot By Mail (ABBMs) for voters that are voting by mail due to being over the age of 65 or due to disability will still be valid for the postponed election, and that ABBMs for voters who submitted ABBMs based on expected absence from the county would not be valid for the postponed election.
