The Celina City Council will conduct a public hearing to consider and act upon an ordinance on the voluntary annexation of approximately 508 acres within the Extraterritorial Jurisdiction, generally located south of J Fred Smith Parkway, west of Louisiana Drive, and approximately 1,300 feet east of Rawhide Road. (Villages of Uptown – Annexation)

 

The Celina City Council will conduct the first of two public hearings on the annexation of approximately 152 acres tract of land, Collin County, Texas, generally located west of Custer Road, east of Preston Road, north of Choate Parkway, and south of Glendenning Parkway. (Outer Loop 1st Public Hearing) 

 

The Celina City Council will conduct the first of three public hearings to annex approximately 449 acres, describing the municipal services to be provided to the area and the time in which municipal services will be provided, calling a public hearing, directing notices to be provided, directing that a petition for annexation of the area be prepared and opportunity to sign provided, providing for matters related thereto for the following areas: (21-01 Annexation First Public Hearing) 

1)    Collin CAD Property ID 2120983, being an approximate 116.17 acre tract of land in Collin County, Texas, legally described as Abstract No. 357 in the German Emigration Co Survey, Tract 1; generally located on the southwest corner of Louisiana Drive and County Road 58,

2)   Collin CAD Property ID 1014538 , being an approximate 36 acre tract of land in Collin County, Texas, legally described as Abstract No. 1072 in the G A Wilson Survey, Tract 1; generally located north of N Business 289 and approximately 3,000 feet west of Business 289,

CITY OF CELINA, TEXAS 

RESOLUTION NO. 2020-17R

A RESOLUTION OF THE CITY OF CELINA, TEXAS POSTPONING A GENERAL ELECTION TO BE HELD ON MAY 2, 2020 AND MOVING THE GENERAL ELECTION TO NOVEMBER 3, 2020 FOR THE PURPOSE OF ELECTING CITY COUNCIL PLACE 4, CITY COUNCIL PLACE 5 AND MAYOR; MAKING  FINDINGS THERETO; AND PROVIDING AN EFFECTIVE DATE.

WHEREAS, the Noval Coronasvirus (COVID-19) pandemic is still a fluid situation with an unknown outcome: and WHEREAS, there are both Federal and State Guidelines regarding prevention of this disease, the City is taking measures to try and prevent the spread of the COVID-19; and WHEREAS, the Governor of the State of Texas, Greg Abbott has issued a proclamation suspending Section 4 l .0052(a) and (b) of the Texas Election Code and Section 49.103 of the Texas Water Code to the extent necessary to allow political subdivisions that would otherwise hold elections on May 2, 2020, to move their general and special elections for 2020 only to the next uniform election date, occurring on November 3, 2020, without otherwise adjusting the term of office, and suspending Sections 31.093 and 42.0621(c) of the Texas Election Code to the extent necessary to require all county election officers, if requested by an affected political subdivision, to enter into a contract to furnish election services with any political subdivision who postponed their election to November 3, 2020; and WHEREAS, Collin County and Denton County, as most other jurisdictions, are currently under a disaster declaration that has an unknown ending date; and WHEREAS, the Mayor of the City of Celina issued a Declaration of Local Disaster on March 16, 2020;and WHEREAS, the City Council of the City of Celina extended such Declaration on March 23, 2020; and WHEREAS, the pandemic has caused the availability of sanitation supplies (to ensure the safety of the voters and election workers) to become almost nonexistent.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CELINA, TEXAS:
1. That the General Election to be held May 2, 2020 is hereby postponed until November 3, 2020.
2. This Resolution shall become effective from and after its date of passage.

ADOPTED AND APPROVED on this 23rd day of March, 2020 by a vote of the City Council of the City of Celina, Texas.

ORDER TO POSTPONE ELECTION DATE
ORDEN DE POSPONER

The City of Celina hereby postpones the general election scheduled to be held on May 2, 2020 to the November 3, 2020 uniform election date. This decision comes as a result of a proclamation from the Governor of the State of Texas, Greg Abbott, suspending Section 41.0052(a) and (b) of the Texas Election Code and Section 49.103 of the Texas Water Code, and the City of Celina is exercising this authority. 

La Ciudad de Celina par la presente pospone las elecciones genera/es programadas para el 2 de mayo de 2020 al 3 de noviembre de 2020,fecha de eleccion uniforme. Esta decision se produce coma resultado de una proclamacion de/ Gobernador del Estado de Texas, Greg Abbott, que suspende a la Seccion 41.0052 (a) y (b) de/ Codigo Electoral de Texas y la Seccion 49.103 del Codigo de Aguas de Texas, y la Ciudad de Celina es ejercer esta autoridad 

The candidate filings for the election will remain valid for the election held on the November date and the filing period will not be re-opened for the November election date. Las presentaciones de candidatos para la eleccion seguiran siendo validas para la eleccion celebrada en la fecha de noviembre y que el perfodo de  resentacion no se volvera a abrir para la fecha de eleccion de noviembre.

This is to confirm that all Application for Ballot By Mail (ABBMs) for voters that are voting by mail due to being over the age of 65 or due to disability will still be valid for the postponed election, and that ABBMs for voters who submitted ABBMs based on expected absence from the county would not be valid for the postponed election. Esto es para confirmar que todas las Solicitudes de boleta par correo (ABBM) para las votantes que votan por correo parser mayores de 65 anos o por discapacidad seguiran siendo validas para la eleccion aplazada, y que las ABBM para los votantes que presentaron ABBM basado en la ausencia esperada del condado no seria valido para la eleccion pospuesta.

This is to confirm the relevant dates for the November election, including the voter registration deadline (October 5, 2020), the deadline to submit an ABBM (October 23, 2020), and the dates for early voting (October 19, 2020 - October 30, 2020).
