Celina City Manager, Mike Foreman

Mike ForemanMike Foreman has a Bachelor’s degree in Business Administration from the University of Texas at Arlington. He has a Master’s in Public Administration from the University of Texas at Arlington.
 
Mike became the City Manager of Celina in June of 2011. He was named Assistant to the City Manager for the City of Grand Prairie in May 2008 after having served as Chief Plans Examiner of Building Inspections from May 2005-2008. Prior to that, he was a Developer Liaison for the City of Grand Prairie during May 2000-2005, which followed his job of Illegal Dumping Prevention Coordinator 1998-2000. He began as a Code Enforcement officer in Arlington, Texas in 1984.
 
In addition, Mr. Foreman is a former Board Member of the Cities Aggregation Power Project, and served as President of the Code Enforcement Association of Texas, and has won the Keep Texas Beautiful "Lifetime Achievement Award" for Environmental Law Enforcement. In 2010-2011 he served as the President of the Grand Prairie Metro Rotary club. Mike is married to Christine and has three children, Megan, Michael and Luke.

Council/Manager Form of Government:

In May of 2007, the citizens of Celina adopted a Home Rule Charter which established, among other things, a Council/Manager form of government.  The City Manager is the City's chief executive and is responsible for overseeing the city government organization to ensure it is managed efficiently and effectively. The City Manager serves at the pleasure of and advises the Mayor and City Council, appoints and leads all department directors, prepares a proposed annual budget for Council consideration, administers municipal laws and ordinances, and coordinates city operations and programs.
