The Celina City Council will conduct a public hearing to consider testimony and act upon an Ordinance of the City Council of the City of Celina, Texas, amending Ordinance No. 2006-57, as heretofore amended the same being the Comprehensive Zoning Ordinance, and amending the Official Zoning Map of the City by designating the zoning of an approximately 70.00 acre tract of park land situated in the Mary Howell Survey, Abstract No. 395, Collin County, Texas and generally located east of CR 90, north of the future alignment of Sunset Boulevard and west of Custer Road; a 30.778 acre tract of park land situated in the Mary Howell Survey, Abstract No. 395, Collin County, Texas and generally located east of CR 90, north of the future alignment of Sunset Boulevard and west of Custer Road; a 4.006 acre tract of park land situated in the Henry Bentley Survey, Abstract No. 124, Collin County, Texas, and generally located at the southwest corner of FM 455 and FM 428; a 14.974 acre tract of park land situated in the Henry Bentley Survey, Abstract No. 124, Collin County, Texas and generally located south of FM 455 and west of FM 428; and a 44.00 acre tract of park land situated in the Celina City Park Addition Lot 1, Block 1, Celina, Collin County, Texas and generally located south of FM 455 and west of FM 428, as described in Exhibit “A,” and depicted in Exhibits “B,” “C,” “D,” and “E,” attached hereto and incorporated herein to be zoned CF, Community Facilities zoning district. The Celina City Council will conduct two (2) public hearings at 5:00 p.m. and 5:05 p.m. on the proposed annexation of five (5) properties located within Celina’s Extraterritorial Jurisdiction and the Old Celina Municipal Management District. The properties are described as follows: 

1.  An approximately 65.9 acre tract of land situated in the J.K. Rice Survey, Abstract No. 767, Tract 2, Collin County, Texas;

2.  An approximately 69.5 acre tract of land situated in the Collin County School Land Survey #14, Abstract No. 167, Tract 1, Collin County, Texas;

3.  An approximately 7.0 acre tract of land situated in the Collin County School Land Survey #14, Abstract No. 167, Tract 74, Collin County, Texas;

4.  An approximately 44.0 acre tract of land situated in the Samuel Queen Survey, Abstract No.731, Tract 7, Collin County, Texas; and

5.  An approximately 0.193 acre tract of land situated in the H.C. Routh Survey, Abstract No.765, Tract 11, Collin County, Texas.

The Celina City Council will conduct two (2) public hearings at 5:00 p.m. and 5:05 p.m. on the proposed annexation of four (4) properties located within Celina’s Extraterritorial Jurisdiction and the Old Celina Municipal Management District. The properties are described as follows: 

1.  An approximately 13.50 acre tract of land situated in the Collin County School Land Survey #14, Abstract No. 167, Tract 91, Collin County, Texas;

2.  An approximately 5.50 acre tract of land situated in the Collin County School Land Survey #14, Abstract No. 167, Tract 92, Collin County, Texas;

3.  An approximately 9.425 acre tract of land situated in the Collin County School Land Survey #14, Abstract No. 167, Tract 93, Collin County, Texas; and

4.  An approximately 9.425 acre tract of land situated in the Collin County School Land Survey #14, Abstract No. 167, Tract 94, Collin County, Texas.

The Celina City Council will conduct two (2) public hearings at 5:00 p.m. and 5:05 p.m. on the proposed annexation of three (3) properties located within Celina’s Extraterritorial Jurisdiction and the Old Celina Municipal Management District. The properties are described as follows: 

1.   An approximately 0.784 acre tract of land situated in the Collin County School Land Survey #14, Abstract No. 167, Tract 95, Collin County, Texas;

2.   An approximately 5.500 acre tract of land situated in the Collin County School Land Survey #14, Abstract No. 167, Tract 38, Collin County, Texas; and

3.   An approximately 2.500 acre tract of land situated in the Collin County School Land Survey #14, Abstract No. 167, Tract 96, Collin County, Texas.

The Celina City Council will conduct two (2) public hearings at 5:00 p.m. and 5:05 p.m. on the proposed annexation of two (2) properties (described below) located within Celina’s Extraterritorial Jurisdiction and the Old Celina Municipal Management District. The properties are described as follows: 

  1. An approximately 3.305 acres of land situated in the Collin County School Land Survey #14, Abstract No. 167 Sheet 2, Tract 2, Collin County Texas; and
  2. An approximately 0.95 acre tract of land situated in the B.B.B. and C. RR. Co Survey Abstract No. 132, Tract 20 Collin County, Texas.

The Celina City Council will conduct a public hearing to consider testimony and act upon amendments to the City’s Code of Ordinances Chapter 14: Zoning, Article 14.05: “Development Standards and Use Regulations,” Division 4, “Fencing, Wall and Screening Requirements,” Section 14.05.123, “Fences in Residential Areas.” (Residential Fences) (Liebman)

The Planning and Zoning Commission will conduct a public hearing to consider testimony and act upon a rezoning request for an approximately 1.374 acre tract of land from AG – Agriculture District to a PD-Planned Development zoning district with base zoning designations of I-1- Light Industrial zoning district. The property is situated in the Collin County School Land Survey #14, Block 4, Tract 86, Abstract No. 167 and generally located at the northeast corner of the Burlington Northern Santa Fe Railroad and Frontier Parkway (Mahard Tract Rezoning)

The Planning and Zoning Commission will conduct a public hearing to consider testimony and act upon a rezoning request for an approximately 43.0 acre tract of land from an AG-Agricultural zoning district to a PD-Planned Development zoning district with base zoning designation of MU-2, Mixed Use Suburban use zoning district. The property is situated in the M. Wilhite Survey #15, Abstract No. 1008 and generally located south of Choate Parkway (CR 88), west of CR 86 (future Coit Road), and north of the Lilyana development. The Planning and Zoning Commission will conduct a public hearing to consider testimony and act upon a rezoning request for an approximately 115.503 acre tract of land from an AG-Agricultural zoning district to a PD-Planned Development zoning district with base zoning designations of SF-R, single family residential zoning district and MU-2, regional mixed use zoning district. The property is situated in the M. Wilhite Survey #15, Abstract No. 1009 and generally located south of Choate Parkway (CR 88), west of CR 86, and east of Wells North. (Celina Hills Rezoning)  

The Planning and Zoning Commission will conduct a public hearing to consider testimony and act upon proposed amendments to the City’s Code of Ordinances, Chapter 14: Zoning; Article 14.05: Development Standards and Use Regulations; Section 14.05.0123 Fences in Residential Areas, to amend the City’s fencing standards. (Residential Fences) 

The Planning and Zoning Commission will conduct a public hearing to consider testimony and act upon proposed amendments to the City’s Code of Ordinances, Chapter 14: Zoning; Article 14.05: Development Standards and Use Regulations; Division 5. Exterior Construction and Design Requirements, to amend the City’s Building standards. (Building Standards)

The Planning and Zoning Commission will conduct a public hearing to consider testimony and act upon a residential replat for Lot 1, Block A & Lot 2-1, Block X of the Parkside Phase 1 Addition, Celina, Texas. (Parkside Residential Replat)

The Celina City Council will conduct the second of two public hearings at 5:30 p.m. on the proposed involuntary annexation of a tract of land located within the extraterritorial jurisdiction of the City of Celina, Collin County, Texas and described as follows: being 82.414 acres situated in the Coleman Watson Survey, Abstract No. 945, Collin County, Texas, and generally located east of CR 84 and north of FM 1461 (Frontier Parkway), and comprised of thirty-one (31) residential lots, and the rights-of-way adjacent to this property.
