Notice is hereby given that, for the purpose of providing an opportunity for all interested persons to be heard, two (2) public hearings will be held by the City Council of Celina, Texas, at which hearings will be considered the annexation of the following properties in Collin County and Denton County, Texas, the same being more particularly described herein below.

 

Such public hearings will be held at Celina Council Chambers, 302 W. Walnut St., Celina, Texas, at 6:30 p.m., Monday, August 9, 2010, and 6:00 p.m., Tuesday, August 10, 2010.

 

The areas proposed to be annexed are more particularly described by metes and bounds as follows;

CSJs: 0091-03-021, 0091-03-022, 0091-04-050 and 0091-04-055 

The Texas Department of Transportation (TxDOT), in cooperation with the City of Celina, Texas, Town of Prosper, and Collin County, will conduct a Public Hearing on Thursday, July 22, 2010, for the proposed improvements to State Highway (SH) 289 in Collin County, Texas. The project construction limits extend along SH 289 from United States Highway (US) 380 in Collin County to Grayson County Road (GCR) 60 at the Collin/Grayson County border. The length of the proposed project is approximately 13 miles, passing through the City of Celina and Town of Prosper. 

The purpose of the Public Hearing is to present the anticipated social, economic, and environmental effects of the proposed project. The Public Hearing will be held at the Rucker Elementary School, 402 Craig Road, Prosper, Texas 75078. Prior to the Public Hearing, an Open House will be held from 6:00 p.m. to 7:00 p.m., to allow for questions and review of project exhibits. TxDOT staff will be available to answer questions during the Open House. The formal Public Hearing presentation will begin at 7:00 p.m. followed by a public comment period. 

The proposed improvements include widening the roadway from a two-lane to a four-lane rural and six-lane urban facility. From US 380 to BUS 289 (10.6 mi) north of Celina, the proposed roadway section would contain six 12-ft travel lanes, 1-ft curb offsets, and an 18-ft raised median with curb and gutter. From BUS 289 north of Celina to GCR 60 (2.3 mi), the proposed roadway section would contain four 12-ft travel lanes, 10-ft outside shoulders, a 14-ft continuous left turn lane, and grass lined ditches. Because the roadway would be widened, the existing culvert structures would either be reconstructed or lengthened. Direct connectors to major cross-roads would also be constructed. 

The existing ROW width varies from approximately 120-ft wide to approximately 301-ft wide at stream crossings and roadway intersections. The proposed ROW width would vary from a minimum of 134 ft to a maximum of 313 ft at stream crossings and some intersections. Approximately 9 acres of new ROW would be acquired. No business or residential properties would be displaced. Finally, the proposed project would not adversely affect the 100-year floodplain. 

The project's environmental document along with maps and drawings showing the project's location and geometric design will be presented at the Public Hearing. This information is also available for public inspection and reproduction at the TxDOT Dallas District Office, located at 4777 East Highway 80, Mesquite, Texas 75150. Information concerning the TxDOT Relocation Assistance Program, benefits and services for displaces as well as information about the tentative schedules for right-of-way acquisition and construction may be obtained from the TxDOT Dallas District Office. 

All interested persons are invited to attend this Public Hearing. Persons requiring special communication or accommodation needs should contact the TxDOT Dallas District Public Information Office at (214) 320-6100 at least two (2) working days prior to the Hearing so appropriate arrangements can be made. Because the Hearing will be conducted in English, any request for language interpretation or other special communication needs should also be made at least two (2) working days prior to the Hearing. Every reasonable effort to accommodate these needs will be made. 

Verbal and written comments from the public regarding the proposed project may be presented the Public Hearing. Written comments submitted after the Public Hearing may be presented either in person or by mail to:
