Celina, Texas is the Crown Jewel of Collin County.  The Community is located at the northern boundary of the third fastest growing county in the United States.  This  charming small town of approximately 5,500 in population, can be accessed on Preston Road, Highway 289, just North of Plano and Frisco, Texas.

Celina was settled in the late 1800’s, and our Town Square still offers the charm that is used for festivals and town events that let you know Celina is a great place to live.

The Celina Independent School District closely mirrors the 99 square miles in Collin County and a small part of Denton County that comprises the extra territorial jurisdiction of Celina.  The School District is renowned for providing students the chance to achieve excellence in academics, athletics and other extra curricular activities, when you attend school in Celina you become part of the Bobcat winning tradition that is known throughout the State of Texas. 

Celina is a Home Rule City, which puts Governing decisions in the hands of an elected City Council with a City Manager to execute those decisions.  To comprehend and accomodate the growth coming to the city, Celina has already created a master plan for transportation and a comprehensive plan for future land use.  An update to the Comprehensive Plan (originally developed in 2001) will be completed by mid-2009.

Celina is proud of its public safety record. We have outstanding police and fire departments. The city continues to enhace their capabilities with additional staff, equipment and technologies.

The priorities for Celina are sound financial decisions, correcting drainage problems, continue upgrading the utility infrastructure - water and wastewater, economic development with new businesses for Celina, secure sites and continue park development, and assure outstanding quality in the developments brought to the city.
